Symptoms

On : 11.13.22.10.0 version, Global Payroll

When attempting to submit flow via a Web Service call from a PaaS extension,
the following error occurs.

ERROR
-----------------------

oracle.jbo.JboException: JBO-29000: Unexpected exception caught: oracle.jbo.AlreadyLockedException, msg=JBO-26092: Failed to lock the record in table PAY_FLOW_METRICS with key oracle.jbo.Key[300000XXXXXXX ], another user holds the lock.



STEPS

The issue can be reproduced at will with the following steps:
1. Submit flow via a Web Service call from a PaaS extension - Error occurs.
