Fixed Assets Configuration Spreadsheet Does Not Create Asset Category Assignments (Doc ID 2938363.1)

Symptoms

The Update Fixed Assets Configuration spreadsheet is not generate the data file for the category book assignments.  The CategoryBook.csv is missing the category assignments from the spreadsheet.


The issue can be reproduced at will with the following steps:
1. Download new template
2. Download Categories and books
3. Remove all categories except for two categories.
4. Click Generate Category Assignment button
5. Enter required information for each category assignment.
6. Insert a row above the asset book (Do not need to update existing book)
7. Validate data
8. Generate file
9. Open zip file and the CategoryBook.csv is blank.
