When OTM Rate Factor Rule Mapping is Mapped as 0%, System Always Calculates the Accessorial Based on the Highest % Value Present on the Lookup (Doc ID 2939198.1)

Symptoms

In the OTM Rate Factor Rule Mapping, when the factor value is mapped to 0%, the accessorial cost is calculated with highest % value available in the rate factor rule mapping instead of expectation of 0%.

For an example, one has a rate factor set up where the first line has a Maximum Factor Value of 3.599 and a cost value of 0. The source rate for the dates seen on the order is 3.52 which the customer is expecting to give a cost value of 0 and not apply an accessorial fuel cost. However, OTM is using the highest cost value seen on the rate factor rule.
