Cannot delete the secure parameters for a plugin

ACTUAL BEHAVIOR
---------------
Cannot delete the parameters for a plugin on OFS. After clicking them one-by-one, the top parameter stays while subsequent ones get deleted, and the top one can never be deleted.
EXPECTED BEHAVIOR
-----------------------
Clicking the "X" next to the parameter should remove it.
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Login to the environment
2. Navigate to menu> configuration> Forms & Plugins
3. Click Edit next to the plugin
4. Attempt to delete the top Secure Parameter by clicking the garbage can icon, and it doesn't delete, but the one below does. However, the top one can never be deleted.
