Unable To Ship Unavailable Inventory In RTW (Doc ID 2939396.1)

Goal

In SOCS, we are unable to ship unavailable inventory for RTW tsf request. We are unable to select document (approved transfer request) and ship unavailable inventory

Steps:
1. send transfer request for store to warehouse from RMS to SIOCS to ship only unavailable inventory.
2. Note transfer request will reach SIOCS and update TSF table.
3. Login to SOCS, transfer > approve transfer request for unavailable inventory.
4. Go to SOCS > transfer shipping > create shipment > you will not be able to select transfer request under documents screen and will not be able to proceed further.
