Number Of Active Users report in Dashboard differs from numbers in Resources page (Doc ID 2939720.1)

Goal

In the Dashboard section, when selecting the "Number of Active Users" report, we are presented with a higher figure of users against each user type then we are in the Resource Page therefore we are unable to identify this discrepancy and remove from the system.
