On : 23.A.02 version, Configuration

ACTUAL BEHAVIOR
---------------
When using enumeration properties on Message Scenario's Step's Blocking conditions with operators "Contains", "Does not contain", "Does not start with" and "Starts with" button "Add" appeared active, while it was actually disabled, and could not trigger actions.

EXPECTED BEHAVIOR

Button should not be displayed on screen since

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Go to Configuration > Message Scenario > Click on desired Message Scenario's Step
2. Click on it and browse to Blocking Condition's Tab
3. Add a blocking condition using a customer enumeration property
4. Add operators "Contains", "Does not contain", "Does not start with" and "Starts with"

now OFS will display the button "add" will be displayed as a clickable button but if you click on it nothing will happen
