MHE Pick confirm API fails with "No open allocations for LPN" error

Symptoms
Users are attempting to complete the Picks through MHE (Pick to Light ) system. From MHE Pick Confirmation UI, users can see the pick confirmation messages flowing in to WMS and track MHE picking
When processing the pick confirmation messages, "No open allocations for LPN" error occurs. Users can see this error in the From MHE Pick confirmation UI.
