Symptoms
Price change being transferred from RPCS to SIOCS with an "effective time".
Steps to Reproduce:
1. create price change in RPCS
2. Verify the effective date in RPM_PRICE_CHG_PAYLOAD, RMS_BDI_INT.PRICE_CHANGE_OUT tables.
Effective date is: 14-02-2023 00:00:00
3. Verify the file generated by BDI job.
Effective date is: 2023-02-14 12:02:00.0000000000 (Not correct)
Effective date is generated with a timestamp. This is not correct.
