Symptoms
ACTUAL BEHAVIOR
---------------
OTM is expected to pick cheapest cost during split scenario of transportation planning.
Rate records are attached with Equipment Group.
During the multistop planning, shipments are not utilizing 100% equipment by splitting the shipunits.
Hence all the shipments are having big equipments groups and which is more costlier.
EXPECTED BEHAVIOR

cheapest rate record should be selected during the bulk plan
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Assign equipment groups at rate record level
2. perform bulk plan and check assigned equipment and its cost.
