Symptoms

Oracle Retail Cloud BI Publisher not opening - The server can not be used due to a configuration

Customer reports they cannot open BI Publisher enterprise.

When attempting to do so they receive the following error:

The server can not be used due to a configuration error, please contact the administrator. If you are the administrator, please consult BI Publisher user guide for proper configuration.

User confirms the following roles are setup in IDCS:

1. BIAuthors
2. BIAuthorsCustom
3. BISystemUsers

But they can't add BIAdministrators, BIProcessMonitorGroup,BIProcessOperatorGroup etc.
