Symptoms
Actual Behavior
There is base price is 120, and Tier (0-10) price is 130, Tier(10-20) price is 140.
After create sales order using 11 ordered quantity, then unit price as blow.

Steps to Reproduce
- Create XXX Price List
Navigator : Order Management > Pricing Administration > Manage Price Lists - Base price set to 120
Tiered 0 to 10 price set to 130
Tiered 10 to 20 price set to 140 - Create sales order 11 quantity and check amount on pop-up window.
