Unit Actualized ELC and Total Actualized ELC are not calculated correctly

1) Create an Import Order
2) Ship the Import Order
3) Create an Invoice for the Import Order
4) Create Obligation for the Import Order with Cost Component same as the one used in Order Expense but with a different value
5) Finalize the ALC
6) Validate Unit Actualized ELC and Total Actualized ELC values in ALC screen

Expected : Unit Actualized ELC and Total Actualized ELC values are not calculated correctly.
Unit Actualized ELC and Total Actualized ELC should include merchandise cost plus all estimated expenses and assessments for which an actual value has been provided via obligations or customs entries, or those that were included in ALC by direct nomination.
