Getting Error When Creating Item With VAT Info Using API (Doc ID 2942081.1)

Symptoms

 

While creating the ITEM  with VAT info(XItemVATDesc) using stub failing with the following error 

 Steps to recreate:

  1. Using SOAPUI, run a xitemCre message with vat information in the message. Ensure that the active date of the VAT code is the same as the create date of the item.
  2. Check RMS if item is created... Item was not created.
  3. Check the RIB Hospital for error > Encountered error in RIB Hospital saying, [E] Error ORA-20001: First Value Added Tax (VAT) rate must be active on the create date.Field: ,ITEM:XXXXYYYX returned by program unit CORESVC_ITEM.PROCESS_VI.
