Feedback Not Visible In Performance Document When Transferred

Symptoms
Feedback has been made available in performance document. A line manager raises a request to employee's peer for a feedback which then gets completed by the peer. Line manager is able to view the feedback. Line manager transfer the performance document to another manager. The new manager is unable to view the feedback in performance document.
STEPS

The issue can be reproduced at will with the following steps:
1. Transfer the Performance Document of the Employee to another manager as a HR Specialist.
2. Check the Performance Document of the employee as a New Performance Document Manager.
