ACTUAL BEHAVIOR

While processing Full Payment Submission, terminated employee is missing from the output.
EXPECTED BEHAVIOR
-----------------------
Customer expects employee to be included in FPS report.
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. run employee in balance adjustment
2. calculate payroll
3. calculate prepayment
4. archive periodic payroll results
5. generate payslip
6. run FPS
