Incentive Compensation ESS Job Stuck In "Cancelling" Status

Symptoms
There are ESS jobs that have been in Cancelling status for a long time. Expecting that it should changed to Cancelled status.
This is preventing user from resubmitting Calculation jobs.
STEPS
1. User submitted Calculation ( eg. request 32530794 ) -- it is still in Running status >>> this needs to be cancelled by user from the application
2. Some of the 'Calculate Incentive Earnings: Calculate Incentives' child jobs ( eg. requests 32530853, 32530854 ) have Error status
3. Some of the 'Calculate Incentive Earnings: Calculate Eligibility' child jobs ( eg. requests 32517807 , 32517806, 32517805, 32517804 ) have been in Cancelling status for a long time
