Unifier New User Never Received Login Email (Doc ID 2942242.1)

Symptoms

ACTUAL BEHAVIOR
---------------
When the Administrator creates a new user, the Administrator must reset the password manually in order for the new user to receive an activation email.

EXPECTED BEHAVIOR
-----------------------
The new user to automatically receive an email to activate their account.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:

1. As the Administrator, create a new user in Primavera Administration.
2. Observe the new user did not receive an activation email.
3. Manually reset the new user's password.
4. Observe the new user received an email to reset their password.
