Error ORA-01031 While Trying To Create Developer User Account From Apex (Doc ID 2942498.1)

Symptoms

When Customer is trying to create a new user as Developer in the Autonomous database, the attempt is failing with the following error.

ORA-01031: insufficient privileges

There is no issue creating End user accounts and the error appears only with the Developer User.
