Unauthorized Access Landing Page is Displayed When New Users Are Granted Access to Xadmin (Doc ID 2942854.1)

Symptoms

New users are not able to log into Xadmin.  After entering their credentials, they are presented with the following message:
"The credentials used do not have permission to view Xstore Office Cloud Service.  Please check if your cloud user credentials are configured correctly to access this application.  If you continue to have problems, please contact your system administrator."

Changes

 The users were created in IDCS by a user with an admin role privilege. The Xadmin User Synch job completed successfully.
