Goal

R1 PREPROD: BDI Jobs failing on price change to external

When attempting to publish a price change in the Preprod Environment we are experiancing an error with the PriceChange_Tx_DownloaderAndTransporterToExternalJob. This process is failing each time which is preventing the data from being published externally.

Steps To Recreate:
1. Create a price change in RPM.
2. Trigger the BDI_PRICING_PC_TX_JOB in POM to publish the price change.
3. No data set is generated.
4. Login to RMS BATCH JOB.
5. Confirm the process has errored.
