Symptoms

When enabling Oracle Data Guard between databases in different Oracle Cloud Infrastructure regions, an error is encountered:

A cross-region Data Guard association cannot be created between databases of DB systems that belong to VCNs that are not peers. Primary Db system Subnet: {subnet OCID in region 1} Peer Db system Subnet: {subnet OCID in region 2).

The subnets are in Virtual Cloud Networks that are properly peered with a Remote Peering Connection (RPC) and security lists and routes allow communication between them.
