ACTUAL BEHAVIOR

When downloading rates with rate load definitions using the Multiple Structure Rate Download action, no email is received with the downloaded rates and the following exception is observed in the EXCEPTION log

It is expected to be able to download rates with no exceptions

STEPS
-----------------------
The issue can be reproduced with the following steps:

1. Created Rate offerring and rate record data in OTM
2. Create a rate load definition with the respective rate offering and rate record
3. Select the respective rate record then select Actions > Multiple Structure Rate Download
4. The error will be observed in the log
