ACTUAL BEHAVIOR
---------------
Routing reordering activities in resource routes

EXPECTED BEHAVIOR
-----------------------
Routing should not reorder activities in resource routes

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. go to the routing section
2. click in the bucket you want to validate and check the routing runs
3. open the routing report and search for reordered activities
4. open activity history and confirm the reorder

BUSINESS IMPACT
-----------------------
The issue has the following business impact:
Due to this issue, dispatcher must manually reorganize resource's routes since the routing reordered is not desired
