Unable To Open Data Dictionary For Newer Functional Areas

Symptoms
After enable OBI Metadata Dictionary:
1. Modify the instanceconfig.xml file in OAS backend on both nodes to add the following lines. Make sure the below tags are contained inside the tags.
2. Login to OAS with an administrative user, navigate to Administration screen, go into Privileges screen, and modify the permissions for "Access to Metadata Dictionary" to set to a level of "BI Consumer".
3. Restart OAS services for all nodes.
User checked the dictionary in Firefox, however, the 404 error is still presented in some metrics for example: Ship Expected Cost.
