"Create Demand from Schedule" Feature Spreading Usage Across Project Start/Finish (Doc ID 2944933.1)

ACTUAL BEHAVIOR

When using "Create Demand from Schedule" feature, demand is totaled across all resource assignments in project and then spread evenly from Project Start to Finish rather than spread into the year the usage is assigned to.

EXPECTED BEHAVIOR

Expect usage to be spread into the year they are assigned.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:

1. Log into OPC.
2. Create project.
3. Create activities, where duration occurs in different years.
4. Assign resources, that are mapped to roles, to these activities.
5. In Resource Demand page, use the "Create Demand from Schedule" feature.
6. Notice, usage is totaled and spread evenly over the course of the entire project.
