On : 11.13.23.01.0 version, Approval & Notification
There are several failed transactions coming through the Transaction Console regarding the Employment checklist for new hires and the following error can be seen in TAC logs from Transaction Console.

Invalid action on workflow task or user does not have the privilege to perform this action.
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. New Hires submit checklist task
2. Admin user enters Transaction Console
3. All Onboarding Tasks show as failed
