POFULREP Messages Being Published Without All Line Items From RMS

Goal
Currently, in case of any updates taking place to existing purchase orders, a POFulRep message is published to the Warehouse Management System with the entire details related to that order. However, order lines which have already been over-received at the time of the update do not get republished to the WMS application as part of the current logic. This was done in order to prevent messages from failing at consumption time due to system limitations at the Oracle WMS Cloud (Logfire) end. This publishing logic is causing issues for customers using non-Oracle WMS applications where such order lines are getting deleted from the actual purchase order at the WMS end, which is not the intended behavior.
