Uploading CSV Files Through OTM Integration Manager Throwing Error "Unable to open the database connection" (Doc ID 2946816.1)

Symptoms

Sometimes, customers cannot upload CSV files in OTM through Integration Manager.

It throws error as - Unable to open the database connection.

Steps to Replicate

The issue can be reproduced at will with the following steps:

1. Navigate to Business Process Automation > Integration > Integration Manager > Upload an XML/CSV Transmission
2. Browse the CSV file and click on Upload
3. It will throw error as mentioned.
