Importing Activity Template With Data Failed With Error 'You cannot edit the Price/Unit if Rate Source is not Override. (PRM-003015208)' (Doc ID 2947059.1)

When importing activities template to update assignments data, the import failed with following error code under Assignments tab:

You cannot edit the Price/Unit if Rate Source is not Override. (PRM-003015208)

But no Price/Unit value has been changed from the downloaded template with data.

The issue can be reproduced at will with the following steps

Log into OPC.
Navigate to Open Project->Schedule->Activities page.
Actions->Download import template->Download with data.
Modify some rows' data like Actual start and finish date/Remaining duration/Actual units/Remaining units/Activity Percentage Complete...under assignments tab.
No changes to any Price/Unit columns.
Actions->Import->Select the same template to import->Failed with error code PRM-003015208
