Goal

To resolve bad CPU performance on VM instances running on shared infrastructure.

We are able to get 0.4x timing when running a sample php benchmark script running on VM hosted on dedicated virtual host (DVH) or on the Bare metal instances.
We are also able get 0.4x timing for the same php benchmark script on VM running on Azure, AWS, Linde, Vultr, DigitalOcean VMs.

But the CPU is taking 0.70 to 1.2x when running a same sample php benchmark script on instances running on shared infrastructure. The script is downloadable from here : https://raw.githubusercontent.com/php/php-src/master/Zend/bench.php
