Symptoms
Customers see issue with Order Bundling during Bulk Plan where the orders are expected to create Single Round Shipment, however creating Two Direct Shipments.
Expected Behavior

Expectation is- System will create a Single Round Shipment instead two Direct Shipments.
Error Message
---------------------
User Log with Log IDs MultiStop and MultiStopDetails will show the error details similar to below-
Business Impact

As Order Bundling is NOT happening, Bulk Plan is resulting in 2 Direct Shipments and Customer needs to pay more w.r.t. 1 Shipment.
