Symptoms

The database link access between Autonomous Database (Shared) and EBS Database failed with ORA-28040: No matching authentication protocol.

 Autonomous Database sets the SEC_CASE_SENSITIVE_LOGON parameter to true and this value cannot be changed. If your target database is not an Autonomous Database, then you must set the SEC_CASE_SENSITIVE_LOGON parameter to true on the target database.

SQL> select * from dual@EBSDB
select * from dual@EBSDB
*
ERROR at line 1:
ORA-28040: No matching authentication protocol
