User Name Is Not Updating In Project Management When Last Name Is Changed (Doc ID 2950266.1)

Goal

On : 11.13.23.01.0 version, Manage Project Resources

Users in Project Management only show up with their old name even if it has been changed.

For example X Y's name was changed to X Z in Oracle but it still shows up in Project Management as X Y and not X Z, but it does show up as X Z everywhere else in Oracle.
