Fusion Global HR: Actions from Pending Workers Dashboard Are Grayed Out After Upgrade to Release 23B (Doc ID 2950725.1)

Symptoms

After the upgrade to Release 23B, certain users are unable to select actions like Convert, Edit Pending Worker on the Pending Workers dashboard. The actions are visible, but are grayed out and cannot be selected.

Prior to the upgrade these users were able to select these actions with their custom roles assigned.
