Symptoms
When attempting to add a folder to the first level of a shell's documents - users receive an error message.

The first level folder structure below Project Documents is locked.
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
- Log in to Unifier environment
- Navigate to Project
- Document Manager > Documents
- Attempt to add folder
- Receive error message
