Symptoms
After upgrade to 23.1.101.1 when processing ASNIn message with bolExternalId tag provided, SIOCS does not populate the DSD.BOL_EXTERNAL_ID column.
Steps to Reproduce:
1. PO exists in SIOCS
2. Process an ASNInCre message
3. DSD.BOL_EXTERNAL_ID column is not populated.
