Symptoms

OCI Management Agent Upgrade On Windows Fails With below error when the first upgrade attempt had failed.

<PATH>\oracle.mgmt_agent.XXXXXX.XXXX.Windows-x86_64>installer.bat -u
64 bit Windows OS found.
Agent service does not exists. Please proceed with the fresh install
