Find inventoryOnhandBalances REST API by ItemNumber , OrganizationCode Query does not work as expected.

Expect inventoryOnhandBalances REST API by ItemNumber , OrganizationCode Query does not work as expected.

Steps to Reproduce

Call inventoryOnhandBalances REST API with ItemNumber and OrganizationCode as follows.
q=OrganizationCode=ORG1;ItemNumber=1(Non existing item) totalResults;XXX Unexpected, this should not return any row
q=OrganizationCode=ORGX(Non existing organization);ItemNumber=2(Existing item) totalResults;YYY Unexpected, this should not return any row
