Symptoms
When attempting to create a sandbox the following error occurs.
ERROR

Your last sandbox action failed. Contact your help desk for more information.
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Sign-on to application
2. Navigate to Configuration > Sandboxes
3. Click the Create Sandbox button
4. Enter Name
5. Select Application Composer from All Tools
6. Click the Create and Enter button
7. Error: Your last sandbox action failed. Contact your help desk for more information.
8. Open the sandbox to see the Sandbox Details; Current Status shows the same error.
