Symptoms

Unable to stage a VBCS application in production.
When an attempt is made, the following error occurs:

[ERROR] Failed to stage app <APPLICATION NAME>; Failed to execute post processing on resources for app <APPLICATION NAME>; Failed to resolve dependencies for application <APPLICATION>; Property 'vbcs.components-exchange.url' not defined, Component Exchange seems not to be configured for this tenant.
