RAP/RI/POM: Why Is POM Email Notification Sent for Long Running Job When the Batch Job Is Under the Calculated Threshold? (Doc ID 2951797.1)

Goal

Why is an automated batch email sent for a batch job that system calculates is long running when it is not long running. Additionally, the business date is blank in the email notification.

For example: 
RI :: Job RI_<NAME>_JOB is classified as long running one for
Other batch jobs that are indeed long running show as:
RI :: Job RI_<NAME>_JOB is classified as long running one for 25-MAY-2023.

The job has the following settings:
Threshold Run Time for RI_<NAME>_JOB has not been set.
Long Run Average Time Multiplier=2.
Historical Average Run Time=10 seconds.
This job is therefore considered long running if it is running for 20+ seconds, however it is completing in under 20 seconds.
