Fully Cancelled Unshipped CO Transfer Not Getting Closed (Doc ID 2951822.1)

Symptoms

 For regular transfers, when cancellations are posted and no outstanding units are pending to be shipped/received, entry is made to doc close queue table and transfer is closed.

However when CO type transfer gets cancelled via fullfilorder cancel message and no more outstanding units are pending to be shipped/received, neither does it add to doc close queue, nor closing the transfer.
