CM Deletes Any Layout Previosly Created Using The Site Builder When Update The Template

Symptoms
When a developer is using the site builder in the Oracle Content Management, and creates a new content based on existing layouts, and then publish the changes, it works as expected. The undesired behavior comes after the developer tries to update the template with changes made by code locally, in wich case the OCM deletes any layout previosly created using the site builder.
TROUBLESHOOTING
1 - On the Sites section, select a site and click Create Template. Add a template name.
2- Run this command:
cec download-template
Result: It only retrieves already coded layouts, and excludes those recently created in the site builder.
Expected result: A copy of all created layouts (Coded and created in the site builder)
