BI Publisher Custom Report times out with Error (Doc ID 2952387.1)

Symptoms

When attempting to run a Custom Report it is extremely slow, eventually timing out with the following error:

ERROR
-----------------------
Error Code: [Random String]
An unexpected error has occurred, and the system cannot process your request.
Contact your System Administrator referencing this error code [Random String]

STEPS
-----------------------
The issue can be reproduced at will with the following steps:

  1. Open the impacted Project.
  2. Attempt to run the impacted Custom Report.
  3. Observe the Custom Report hangs.
