When attempting to load Cost Allocation V3 and Cost Allocation Account V3 records using HDL, the Cost Allocation V3 records load successfully, but the Cost Allocation Account V3 errors with the below error:

1. Load Cost Allocation V3 successfully using HDL
2. Load Cost Allocation Account V3 records - all rows failed
