Unable to Ship Load Due to OBLPNs Stuck in "Packed" Status (Doc ID 2952839.1)

Symptoms

In a WMS Cloud environment (version 23B.05a):
Trying to Ship an outbound load that is stuck in 'Loaded' status.
Many of the OBLPNs are still stuck in 'Packed' status.
From the Outbound Loads UI screen, selected the load.
When clicking on "Ship Load", get this confirmation message:
Auto-load 452 OBLPNs?

After clicking on the "Ok" button, get the following error message:
Not all OBLPNs are in loaded status
