Restarting an ODI Load Plan from a Failed Step that Is Set to 'Restart from failed task' Does Not Work (Doc ID 2953380.1)

Symptoms

When an Oracle Data Integrator (ODI) Load Plan is restarted, it remains in Running Status, while the failed task is set to failed even though the failed step is set to 'Restart from failed task'.

The Load Plan should restart the Failed Task and then complete as expected.

The issue can be reproduced at will with the following steps:
1. Run a Load Plan with a Mapping that fails.
2. Update the Data so the Mapping can complete.
3. Restart the Load Plan where the failed step is set to 'Restart from failed task'
4. View the Mapping Step does not restart and the Load Plan hangs.
