Symptoms

Oracle Cloud Infrastructure (OCI) Database Management Service was enabled. Accessing Performance Hub fails with following error:

Failed to get performance details for the database. Check if the database is open and accessible. If the database is in good status, try reducing the selected time range. If the problem persists, contact Oracle Support and provide the following information. Error code = DB_Execution_Exception, request ID = <Request ID>, query ID = <Query ID>, category = DB_Target
