RFB Document Upload Date Not Displayed In User Preference Format (Doc ID 2954168.1)

Symptoms

ACTUAL BEHAVIOR
----------------------
When using the Request for Bid (type = RFB) Business Process, when adding attachments, the date shown does not comply with the date format shown in the user's User Preferences (i.e. Regional Settings). Rather, the date is always displayed in the US format (MM/DD/YYYY).
 
STEPS TO REPRODUCE
----------------------
Steps to Reproduce:

  1. Go to Unifier.
  2. Go to user Preferences,Region Format, Date Format, select "MM/DD/YYYY HH:MM AM".
  3. Go to RFB BP, can see the RFB Due Date and other date DE all using the right data format as defined in user preference in upper form.
  4. Try to upload an attachment in the upper form, see the Upload Date is using the format "MM/DD/YYYY". No matter which format is selected in Region Format, the attachment Upload Date is always the same which is not correct.

EXPECTED BEHAVIOR

BP attachments date shown should comply with the date format shown in the user's User Preferences.
